The Vishnu Art & Culture Research And Training Centre (VACRTC), Bishnupur was established on 28th December, 2018 under a driving need to safeguard the Rich Culture Haritage of the State. The College is situated at the Bishnupur Ward No. 11 near the Excise Office, Government of Manipur. It was registered under Section 7(I) of the Manipur Societies Registration Act 1989 (Manipur Act of 1990) bearing Registration No. 691 of 1918 of 2018.

The College has acquired land for setting up the Office building spacious campus with playground for games and sports, hostel facilities for boys & girls. The college is run and managed by the Governing Body (Management Committee). The college is purely Private College (non-aided). The college campus is free from noise and pollution. It is ideal place of solidarity for study, the area operation is in the entire state of Manipur.

The Vishnu Art & Culture Research And Training Centre was granted Recognition by the Manipur University of Culture, Government of Manipur and also be affiliated to the same University in 2021.

The objective for which the college is established as to render services for the welfare of the public and to promote & training in the different disciplines – Nata Sankirtana, Music, Dance, Theatre, Thang-Ta, Pung, Chollom, Lai-Haraoba, Eshei, Fork, Wari-Liba, Drama etc.

The Manipur University of Culture, Government of Manipur has permitted to start/open 3 (three) programmes/Courses – B.A. 4-year (integrated) Degree courses under NEP-2020 in the Dance, Sankirtana & Music (Hindustani). These courses have been continuing since 2021 till now. The eligibility of the candidate should have passed 10+2 standard or equivalent with 3-year Diploma course/certificate under Board/Council.

The collegehas special seat reservation for students who are economically weak/physically handicapped as per the exxisting rule as observed in the state of Manipur. In the comming year 2025, B.A. 3-year Degree Course will be completed. The college Management Committee has planned to the horizon of study by adding more courses including 3-year Diploma Certificate/Courses as well as to make preserve the essential courses of the indigenous cultural components from time to time with the advise of The Manipur University of Culture, Government of Manipur.
